Your First Home Within Reach
To support first-time buyers, we will offer zero-deposit mortgage schemes, permanently cut stamp duty for first-time buyers, and prioritise them in new developments. We will build more affordable starter homes through direct public investment and create rent-to-buy pathways using rental history as mortgage credit.
Renewing Social Housing & Empty Properties
A new era of council and social housing will begin with the mass construction of modern, affordable homes across the country. We will allow councils to reclaim abandoned or derelict properties, introduce a national vacant homes registry with penalties, and fund conversions of unused commercial spaces into housing.
Secure & Affordable Renting
To rebalance the private rental market, we will introduce rent controls in high-cost areas, establish a national landlord licensing system, scrap no-fault evictions, and tie rent increases to local wages. Energy efficiency upgrades and annual safety inspections will be mandatory in all rentals.
Homes for Residents, Not Investors
Second homes and buy-to-let properties will face higher council tax, with further restrictions in areas with housing shortages. Overseas property investment will be banned in high-demand areas to ensure homes are built for those who need them.
From Streets to Stability
To combat homelessness, we will fund permanent Housing First programs, expand emergency shelter capacity, and ban evictions during winter. We will provide mental health and addiction support alongside housing access, and enable sanctioned safe zones for those at risk of rough sleeping.
Smart Growth, Sustainable Living
Development will be prioritised on brownfield sites with a focus on sustainability. We will enable prefab and modular housing for fast deployment, support co-operative housing schemes, and subsidise solar panels, insulation, and green infrastructure in new and existing homes.
